This Tom Palmer (Jr.) has several DC inking credits, purportedly starting in the early 1970s [probably Sr.], but mostly concentrated between 1997 and 1999 on Steel and various Superman titles, etc. This Tom Palmer (Sr.) was supposedly the inker of Action #749, Adventures of Superman #563, 570, Superman #140, Superman & Bugs Bunny #1-3, The Superman Monster, Superman: MoS #84, 92, Batman: Two Faces, Team Superman Secret Files, Gotham Knights #15 and Batman Villains Secret Files. BUT. There appears to be some confusion between the two in those listings (particularly the CBDb). Mr Palmer Sr. is also listed as inking himself in a story in the DC/Paradox Press Big Book of Losers.

I must say I can find Dick Giordano's inking of Neal Adams pretty hard to tell apart from Adams' self-inking. I think Adams inking is quite easy to tell from Giordano's. He has a smoother and slicker brushstroke. Giordano's line tends to be thinner and "scratchier". Compare the majority of GL/GAs, which were inked by Giordano with issues 76 and 85, which are exclusively Adams. I admit, the difference isn't startling but it is noticeable. Nevertheless, Giordano did do a fine job over Adams in general, much better than the likes of Frank Giacoa. I do, however, prefer the issue inked by Dan Adkins (#79). Berni Wrightson pitch-hit some nice inks too on #83 Other great samples of Adams inking himself are Batman #251 and House of Mystery #186 Adams himself said he felt Palmer came closest to his own inks, even though he felt Palmer was a bit too overwhelming at times. If you're not aware of Adams' work at Marvel Lee, pick up X-Men Masterworks Vol. 6 as it contains the whole Adams/Palmer run. It's a treat! Still the best Masterworks so far.

It is one of the finest examples ever of synergy in comics in my opinion, and one of my all time favorite comics; I could (and have) read it again and again. It is fiendishly difficult to get the original issue in any condition at any price, and practically impossible in higher grades for a reasonable price.
