I agree with the intent of your post 100%.
However, I don't think it's quite as easy for Marvel to reprint their pre-1962 material as you seem to think it is. They can't just simply "go to the archives, grab a previously-unreprinted comic, scan it, make it available to download" as such an archive doesn't exist, at least not for the vast majority of the material. Unlike DC, Marvel didn't keep an up-to-date library of their published material. Virtually all pre-1962 material has to be bought or borrowed in order to scan it.
However, that shouldn't prevent Marvel from publishing at least a few Gold/Atlas Masterworks per year. Especially since the vast majority of the most expensive material has already been completed. While certain Atlas material can be expensive, none of it is nearly as expensive as the early Golden age material. I really see no reason that Marvel shouldn't make an effort to complete the few volumes needed to finish off the JIM and ST and Venus titles at the absolute minimum.
The Golden material is a different matter, although the most expensive Captain America and Marvel Mystery Comics volumes have been completed and could be continued without too much expense.
Frankly, I'm tired of Marvel cranking out Bronze age material month after month without even a nod to those of us who want the earlier material published.

Golden Age
Using only one of the twelve monthly slots, it might be nice to have an annual addition to the Marvel Mystery Masterworks line
