It has to do with how Katie Cassidy came to the Arrow series.
She was the star on the revamped Melrose Place in 2009. It crashed and burned with one short season, but she had signed a multi-(5?) year contract with CW. They either had to use her somewhere, or pay out money for nothing. She appeared on Gossip Girl for a year or two, and when Arrow came around the CW assigned her as Laurel. She wasn’t auditioned and chosen by Berlanti’s crew, or even have a screen-test with Amell. The network cast her into the role based on a contract.
Once they got into the show, there just wasn’t on-screen chemistry with Stephen, and the awkward love/friend triangle between Stephen-Laurel-Tommy fizzled. What DID work unexpectedly in the first season was Emily Best Rickards as Felicity. She was suppose to just be a minor recurring character was quickly promoted to a regular and the lynchpin of Team Arrow, and she DID have good chemistry with Amell. So Laurel was shuffling papers at the CNRY lawfirm and in the dark of Ollie’s secret.
Season 2 added Sara who was originally suppose to be around for just a handful of episodes--to kill her off and provide motivation for Laurel to become Black Canary. But to add insult to injury, they ended up keeping her around for the whole season, reigniting her romance with Ollie, continuing to marginalize Laurel's female lead role.
Season 3 finally kills off Sara and puts Laurel in costume. But Katie wasn’t good at fight acting, but that was also part of her story. Meanwhile Felicity was romantically involved with Ray then Ollie, lessening Katie's screen time. Then, Season 4 brings Sara back to life to put her on Legends, which diminishes Laurel's motivation. There was behind the scenes friction and personality conflicts--although that's not unusual for any TV show.
Speculation whether the producers really knew they were going to kill Laurel at the beginning of season 4 or were true undecided. Either way, her contract was different from the other Main Cast from Season 1 who signed 5 year deals and hers expired sooner.
I wonder if the quick use of Evelyn Sharp was truly suppose to be a new Black Canary that quickly misfired or what?

In what way was Felicity continuing down the dark side? (Also how was she doing it before this episode?)
