So there are two huge factors against.
Fun fact: Here in Norway, we spent most of WW2 under Nazi occupation, waiting for someone to bail our asses out, but not only did we recently get a hugely popular WW2 movie (Max Manus - go watch it, it's great), but just before Christmas, we also got a new war anthology comic book series.
War comics were also quite popular here up through the 70s and 80s, long after they had disappeared from American shelves.

Here's where I think, DC has the advantage. If they choose to make Rock, it can be more character driven story. Batman Begins and Dark Knight, even Watchmen showed audiences that they are more about big explosions and loud noises (Marvel films...). They know how to deliver characters that audiences sympathize with and at the same time deliver good action...
