Assuming the MTU appearances in #84-85 are featured, it's not necessarily a given that the first-part of the story in #83 would be. If Jim Shooter was doing his job there's plenty of exposition to get readers caught up on the plot!
I went back and looked at the issues... turns out Chrome is correct, it's a four-part story, spanning issues #82-85, and Shang Chi only appears in the final two issues.  Issue #84 is full of exposition, not just of the previous two issues but of several other stories from other comics. In fact, the first five pages of that issue are pretty much nothing but exposition and flashbacks, making the story something of a convoluted mess.  I think they'd be better served leaving these issues out, as the Shang Chi content is minimal and not very interesting.  But I imagine completeists will want it, and the logic might also be that they won't ever get another chance to reprint them.
