They are likely not going to do a stand-alone collection of a 51-page story from the Bronze Age.

The Firestorm trade didn't sell well enough to warrant a second volume.  So, with the "wait and see" perspective, there is running the risk that the lack of interest will curtail any more.  They probably wanted to keep the price/size down on a C-level title and maybe keep the Broderick back-ups to go with the FOF stories for Vol. 2.  But even an inexpensive collection (with a rare unpublished #6 as well as George Perez's first DC work)  didn't set the world on fire.

Virtually all collections, other than modern-day, at DC seem to be winding to a very small number.  Maybe one or two a month.  If we don't buy what we like now, there is the chance there will be none for which to "wait and see."
