Neal Adams cocreated the character with Roy Thomas in Amazing Adventures 18 and almost certainly designed the original costume. A modified version, which showed as much skin (the top was changed, but he still wore shorts and thigh-high boots), popped up two issues later. That issue was drawn by Herb Trimpe, but I don't know if he was responsible for the changed costume. It was later modified again (in #23, again drawn by Trimpe), this time giving him pants to cover what had been been bare legs.
