I don't doubt Cap is a good character, but he wasn't good enough to break through then. Neither were Flash, Green Lantern, or Wonder Woman (her stories were basically romance comics). Green Arrow and Aquaman were with Superboy so they lucked out.

The Human Torch is popular now? Sure, but there's the small matter of the other 3 members of his team, a little group called the FF, and their characterizations, and their plots, and villians, and allies, etc. Plus it's an actual human this time. It's pretty hard to single him out by himself.

I think it's the other way around. The character is weird-looking - nude except for short shorts, with pointy ears and winged feet. Pretty strange. Only when they got some interesting plots in the late 60s did he seem a bit better (for a while).
