Back to the question at hand: I think Quesada is doing just fine. Before he became EIC I wasn't reading one single Marvel book. In the years since, Marvel now owns the lions share of my comics preorder. In fact, the only things I get from DC these days are:
All Star Superman: a book that comes out once in a blue moon
Justice: a bi-monthly miniseries with 2 more issues to go
Astro City: a Wildstorm title that also comes out once in a blue moon

So for 2 out of the last 3 months I haven't ordered anything at all from DC. Aside from a few odd indy titles here and there, Marvel gets all my money because they are putting out good stuff that I'm interested in like:

-Immortal Iron Fist: the best version of the character ever since Claremont/Byrne
-Criminal: right now it's the best new comic being produced by anyone, anywhere.
-X Factor: easily the best mutant book of the line and the most fun to read since, again, the early days of Claremont/Bryne on UXM.
-The Ultimates/Ultimate FF: whenever Ultimates ever comes out, it is the best book of the week and UFF has matured into a top notch sci fi comic very reminiscent of the early days of Lee/Kirby.
-Kabuki: David Mack is an artistic genius. Nuff said.

plus I currently collect 75% of the Masterworks line, not to mention the assorted trades and other hardcover books that come out.

One of these days I'm gonna bite the bullet and either track down all the floppies of Brubaker's Captain America run and just add it to my monthly pull list or track down the trades instead, but I'm holding out hope for an OHC to come out first.

While I can't say with any certainty that Quesada is responsible for this influx of quality books, they all started out under his watch so I'll give him the credit.
