Yes, FF #85 has a few rough spots, but some of the missing art is part of the original printing - mostly smaller faces.

When you look at some of the pages in this volume - it' hard not to imagine Marvel didn't understand they were having a problem with Jack.  I know we hear the story that he was dissatisfied with his standing at Marvel. So he went to DC with a fresh start - but you can't tell the difference in artistic effort, that's for sure.  Purely from that perspective, the decline seen in these issues was never recovered until Jack's later DC period.  

I'm guessing someone at DC told Jack to back off the 4 panel pages and try to tell a better story at some point because the panel/page count starts rising later in Jack's DC runs, and continued into his second tenure at Marvel.  There are still plenty of splashes, but they become chapter intros instead of mindless head shots and essentially blown up panels.  Jack established the splash as an opportunity to flex artistic muscle, but started using it as filler eventually.  But it's better that a collage...
