In early DC stuff (maybe others too), you tend to see a lot of panels where only one object or face is drawn with only a circle background or maybe none at all.
Eisner's Spirit and Cole's Plastic Man were some of the best of this period. I don't really know if you are including Spirit in your analysis. It was included in the paper, but it was in a comic book type insert, so you had the format.
