Specifically, there has been a major stride upward in quality and consistency in the 'core' character titles (Action, Batman, Flash, Green Lantern, Batman and Robin, Aquaman, Wonder Woman) and there are 'fringe' character books which are excellent (Swamp Thing, Animal Man, Batwoman, Frankenstein, I Vampire, All Star Western, Stormwatch). And there are some books which are surprisingly, consistently entertaining (Supergirl, Birds of Prey, Legion of Superheroes, Demon Knights, Catwoman, Green Lantern Corps, Batman: Dark Knight).

What makes the 4 books I've bolded so good since the relaunch?
It's a simple formula:  Great Writing (Snyder, Snyder, Lemire) + Great Art = Great Comics.

There are copious excellent reviews out there for Batman, Swamp Thing and Animal Man -- the latter two are intertwined and feature horror-ific art.  Batman:  Dark Knight is pretty much a standard Batman 'joy ride' storyline where you get guest drop-ins (Flash here, Poison Ivy there) which suits the dynamic art of David Finch, but using experienced writers (Jenkins) has tightened up this book considerably from when Finch used to plot it.
