If your definition of "good" is "appropriate for crying little girls", then I guess it is a failure. But DC books weren't aimed at little kids before the relaunch, so I'm not sure where that criticism comes from. Unless you want to go back to the Silver Age, and that ship has sailed. YMMV of course, but...

Excellent books: ACTION COMICS, ANIMAL MAN, BATMAN, BATWOMAN, THE FLASH, FRANKENSTEIN, THE SHADE, SWAMP THING, WONDER WOMAN
Good books: ALL-STAR WESTERN, AQUAMAN, BIRDS OF PREY, GREEN LANTERN, I VAMPIRE

The canceled OMAC was also excellent. Plus the new EARTH 2, BATMAN INC, DIAL H FOR HERO, and the BEFORE WATCHMAN books look promising (controversy notwithstanding). And Gregg Hurwitz is slated to write THE DARK KNIGHT, so that has a good chance of being a quality book for the first time.

In terms of kids' books, Art Baltazar and Franco's new SUPERMAN FAMILY ADVENTURES is almost guaranteed to be wonderful. I hope the dad you saw gave his daughter a copy of the FCBD edition. Greg Weisman's YOUNG JUSTICE book has been very good too.

Lest people think I'm just shilling for DC, I think at least half of their books are not worth picking up (ironically, BLUE BEETLE and JLI fall into that category for me.) But with 52+ books, there will always be a substantial number of mediocre or bad ones. In my opinion there are so many strong books being published, I feel good about the relaunch. And sales are up, which is of course the bottom line.
