I think it will come to that eventually.  When you've got books that are lucky to sell 1K books in their lifetime, it's not going to be worth the extra expense to do all this extra work.  Even though people may complain about them, the scanned comics in DH's Archives or IDW's Craig Yoe books haven't prevented people from buying them as, I'm guessing, most people are just happy to get the collections over nothing at all.

The Manhunter trades didn't do much in either first-time or repeat sales.  IIRC, even the ongoing was "canceled" a couple of times during its run.
