Again, assuming it's the same as the tpb (up to a point, as the tpb didn't include all the extras or Black Knight one-shot).
The tpb in question was printed in something like 1996. VERY different market to today.
Considering that all the other X-crossovers have got OHC's, and 'Bloodties' only got an MPC, makes me think that Marvel realised it's a bit of a weak one, so why spend a lot of money on it?
The story clearly labels the first issue we get as issue one, and for everything else, there's that write-up (which they didn't even bother correcting - it says that Quicksilver was in X-Force) at the front.
Just my opinion and speculation.
