All kidding aside, a line has to be drawn somewhere when putting together a book of this type.  Over the last year and a half, I've been building up a collection of DC's for an "Origins of DC Comics" binding project.  While I've been using the Millennium Editions and other reprint floppies, I have also been casting a wider net to include original issues so that a variety of additional titles, first appearances, and notable stories could be included.  The result is a project that will probably end up in the 20 to 30 volume range (and I've made the decision to exclude most stuff that post-dates CoIE, thus eliminating about 25 years worth of material from the project). 
 
The point being that for a project such as this, a line has to be drawn someplace.  To not do so has the potential to lead to madness (see the paragraph above).  And however that line is drawn, it ultimately boils down to a subjective opinion by the collection editor, and that means that there is no way to please everybody.
