Where did you see that?  That's just lazy short-hand.  He's set up in a fictional African city in a fictional African country.  Really it's probably because of Western readers lack of knowledge of Africa and the storytelling possibilities that a fictional city/country allows.  

My main thing is that I like new heroes and new locations.  Plus I like the political/thriller story telling that Africa could open up.  This book could be a modern day version of Grell's Green Arrow series.
