Generally, the failure tends to be more because there's not necessarily a ready-built audience for it, and it has to be built through word of mouth. Very few OGNs are -so- good that they can become perennials solely by word of mouth.

Vertigo Crime were never that good to start with, except for Area 10, so that doomed them, I think. Maybe getting bigger brand names to write the titles, but that just increases the start-up costs in the first place.

Bendis' indy crime books seemed more ideal for this sort of project, frankly.
Rucka's, too.
Heck, I was surprised they didn't bring back the Road to Perdition books and re-insert them in this format. (Well, the third one is, but it's probably too late to do the brand any good.)
