I guess the point is that Watchmen, specifically, is a complete work that doesn't have any more chapters -- from Moore or anyone else.  It's kind of like writing a sequel to Moby Dick -- the author intended the book to be a stand-alone story.  Now, if someone were writing a coda to 20th century comics "literature" and wove in some references to Watchmen characters into a greater canvas (as Moore does with some of his LOEG works), I don't think that Moore would object to that.  He's objecting more to "WATCHMEN II: The Sequel" -- an obvious money-making marketing ploy, regardless of the merit of the underlying content.
