As a guy who just sent nine dies to H&R and comissioned a tenth, and thus stand to conceivably benefit from this commission system, let me go on record here as saying I think it is a bad, or at least unworkable, idea. You are asking H&R to provide a management and commission distribution system, and I don't think they will have any interest in doing that. This is a small business that seems to handle a lot of stuff informally, via phone conversations and verbal agreements. The cost of the dies themselves is pretty dang cheap, lower than LBC provided on all but major group orders. I suppose you could work some sort of honor system here on the forum, but it seem slike a lot of trouble for 50 cents, and likely to generate some hurt feelings as well.

I suspect your best bet is simply to say, "Hey guys, anyone want to go in on a 'Rob Liefeld's Extreme Studios Supreme Babewatch' cover die?" and wait for the offers of support from fellow fans to roll in. OK, maybe a bad example, but you get the idea.
