MST fans have been making that point for better than 15 years without making any headway at all. There are actually different issues with different movies. Some rights are held by people who are supposedly upset that their movies were mocked and don't want any part of it. Some are held by people who are holding out for more money because of the popularity of the films; as you point out, since this popularity is often due to MST itself, this is kind of dumb. And then there are some rights that are either nearly impossible to track down at this point or held by huge corporations who aren't interested in the relatively small amounts of money to be made. To their credit, Shout! has done a great job of getting the rights to some episodes fans thought they'd never see, like "The Final Sacrifice" in this week's set.

I'd say Shout is a younger, hungrier company right now, who are willing to go a decent distance to get stuff out there people want to see.

I mean, Shout is pretty much the only company releasing classic TV on DVD at this point, and they're sucking up the licensing for shows from 4 of the 5 major corporations that own everything.

I see that Rhino also yanked volume 9 for some reason. They really started screwing up near the end, didn't they?
