I don't know what Schwartz and Fox were smoking during that story conference in 1967 when they brainstormed this unbelievable, unmitigated mess but it was surely one of the worst editorial lapses in DC Comics history-- particularly coming from those two.

Mercifully, the entire story was essentially stricken from continuity as though it had never been published.
