A couple of years ago, someone (I want to say Bob Rozakis, but I can't remember) said that DC had complete film records going back to 1955. Prior to that year, it's hit-and-miss. They have film for some stories, but not everything.

Well, in WFC #212 in 1972, he still had the "Green Mr. Clean" look.



In WFC #245 in 1977, the brow started coming back (at least on this Neal Adams cover. I no longer have the issue, so I can't check inside.)



In JLA #178 in 1980, he had the full brow back.
