I'm not wise in the ways of Atlas, why do SW 1-5 and WoF 15-19 belong together?

World of Fantasy was a short run series (19 issues) that happened to be at the transition period of Marvel where Kirby did a cover on issue #15 and the contents from #16-19 began featuring Kirby, Ditko, etc... art. World of Fantasy on it's own breaks down as a very nice 2 volume series. The earlier part of this series features some excellent later works by Everett, Maneely, etc... making the appeal pretty high for it. The Problem child is Strange Worlds which was a very short run series (5 issues) that also happens to feature some excellent work by Ditko, Kirby, etc... making it's appeal also very high. So the later material of W.O.F. fits perfectly with the Strange Worlds material and the series as a whole if you combine the two titles becomes a pretty great run of books.

Since the two series combined would be over 600 pages of material and since as Cory already mentioned those tiny Masterworks seem to be part of a past from 20 years ago and the likelihood of two extra giant volumes is probably also off the table you are looking at a 3 volume series that probably would have volumes the size of the recent Avengers Masterworks volume 9 . If that's the case maybe doing a volume a year could get you all 3 books within 2 years.

Something like this:

Volume 1 (World of Fantasy #1-8)
Volume 2 (World of Fantasy #9-16)
Volume 3 (World of Fantasy #17-19/Strange Worlds #1-5)

This is a great run of books.
