Well, as I've pointed out on the "Silver Age Library" thread, DC has been putting out softcover collections of 60s and 70s material with increasing frequency.

Some of these have been sequential in nature (Diana Prince, 70s All-Star, Nightwing & Flamebird), others have been themed anthologies (Greatest Imaginary Stories, Phantom Zone, Kandor, etc.). Most of these collections include material that is not on the archive radar screen.

Based on that trend, I wouldn't rule out the possibility of say, a Superman - Man of Tomorrow Chronicles or a 60s or 70s Batman chronicles, both of which would quickly outpace archived material.

But I do agree that if they do go that route, it will be with very high profile characters - I wouldn't hold out much hope for Rip Hunter unfortunately.
