It's probably because it's essentially a book for Cap fans to buy if they want even more Cap on top of the regular Cap monthly AND All-Winners, which has their other favorite heroes in addition to just as much Cap as USA has. That shouldn't amount to extremely high sales per issue.

I wouldn't think that'd be the problem. All Winners was a quarterly. Captain America was mostly a monthly during the war, but did skip a month here and there. That's hardly flooding the market.

Cap took over USA with #6, IMS, and by then the war was on and demand for Cap would be at its peak. Likely it was the bi-monthly/quarterly schedule and those pesky war paper drives that caused the shortage. Plus those who have copies of USA are hanging onto them, either as diehard Cap fans or as investments. These days decent grade GA material is better than, say, Wall Street.
