It's not so much the dressing up part that would get someone in trouble, or even taking pictures or making a movie -- I've come across at least one site that seems to have built a business out of doing just that, albeit with non-specific costumes -- it's using the character names and costumes that are protected by trademark in the course of business. Even if a company were inclined to turn a blind eye to use of it's intellectual property, Trademark Law requires that trademarks be protected as a condition of use and renewal.
