To take a different perspective, my guess would be that DC are regarding this less as a conventional sale, and more as a promotion for their 2017 Essential Graphic Novels catalogue. It should also be noted that many of these titles can often be found near the top of DC's "Best Selling Digital Comics" list even when at full price, which suggests a possible interest by readers new to digital comics and either seeking to purchase a range of "prestige" titles, or to covert their paper library to digital.
As with most on this thread I will be sitting this one out, as I already have picked all I need from here in previous sales. As Tony mentioned below, the collections are often priced above the singles, and I struggle to see why anyone would pay even $9.99 for 88 pages of Rebirth when the full 80 page story is available for $2.99. Batman Year One is on "sale" at $8.99 against $7.96 for the singles, and I am sure there are other examples.
Anyway, for the record the sale is on the 24 titles listed below, which comprise what DC deem to be their "25 Essential Graphic Novels". The missing title is "Watchmen" which for some inexplicable reason is excluded. All books at $12.99 or less are reduced by $3, all titles at $14.99 or $16.99 are reduced by $4, and All Star Superman at $19.99 is reduced by $5. The two outliers are Batman: Earth One v1 at a 40% saving from $14.99 to $8.99, and New Frontier down 52% from $39.99 to $18.99 - this is not as generous as it looks as the pricing is for the Deluxe edition (so you pay for the non-existent binding!) and the constituent singles are available for a regular (non-sale) price of $19.93. The sale runs to January 16th:
